The laws of the time didn't regulate who came into the country. There were no Immigration Laws, so to speak.
The laws just dealt with how a person who was here could become a U.S. citizen. How they could become naturalized.
That's changed since then, of course.
Now, if you come here in violation of U.S. Immigration Laws, you are here ILLEGALLY.
I would argue that when the 14th Amendment talks about "persons", it was never intended to apply to people who came into this country by intentionally breaking our laws.
