The individual actions can be so categorized, but I'd be pretty confident most charges that arose out of those incidents would have been criminal cases, not civil ones. It's possible, however, that the "lightest" cases, those amounting to unlawful assembly and such, would be civil matters (a fine, no jail time beyond time served at arrest, etc.).
