Should robots be allowed to violate laws that humans have to obey?

If a human driver received 20 citations they would loose their license. Human drivers are required to obey laws even when they disagree with the law.

An outlaw is fundamentally someone who defies or refuses to obey laws. Waymo is an outlaw company.

Waymo is refusing a request from the Austin Independent School District to temporarily cease operations after receiving another citation for illegally passing a school bus. Waymo does not agree with Austin ISD's risk assessment and is working to make additional changes to the software used on its driverless vehicles.
