Is USA too intolerant of the good illegal immigrants?

I understand deporting illegal immigrants who commit crimes and cause problems, but what about the good ones?

What about Veterans who are illegal immigrants?

If they fought for our country, do they deserve to be made citizens?

Cut and dry. Too much so.

But the issue is citizenship. If one is here and not legal then that is the cold hard fact of life. Of course there is a need for bureaucratic temperance. Mitigating circumstances. Correcting an obvious wrong ……

Undocumented immigrants who have committed no additional crimes should not, in my view, be any sort of priority for law enforcement. That priority should always be tilted toward serious, violent offenders. The resources spent on otherwise-non-offending undocumented folk are largely resources wasted.

This is particularly true for those people who are actively employed, contributing to the economy, and in the large majority of cases paying taxes. Deporting thes3e people and their households is a net loss.

In the case of veterans you mention, I think they should be amnestied from any charges, assuming an honorable discharge and no other criminal issues. They served. Same for someone currently serving: let them see out their enlistment, and if/when honorably discharged, amnesty them.

So, how does that work in Japan?

I still have some skills and they do have some farms. Could I sleep on the sidewalk until I found a job? And would anyone hire me? I used to working for near nothing, so I could work real cheap.

Or would the authorities take me into custody and throw me back?

It's not legally permissible to apply for a work visa from within Japan while there on the 90-day tourist visa. I've heard of exceptions to that law, but I don't know the specifics. Normally, one has to apply for a longer (than 90 day) visa from one's country of residence (via the Japanese embassy or consulate). So for work visas, you have to already have something lined up to fulfill the requirement for an employer sponsorship. Similarly, a student visa would require prior acceptance at a Japanese school (for example, a Japanese language school, a route many people take). You can also apply for a Business Manager or Business Start-Up visa (my personal route was the former: I bought a business). And there are other visa pathways...

It would be very difficult to get hired without a proper visa and residence card (zairyu)...and anyone who would be willing to break the law like that would possibly be pretty sketchy to work for! There have been many instances of foreign agricultural workers, light manufacturing workers, garment workers, etc. (usually Southeast Asians) getting screwed over by unscrupulous employers.

In more rural, agricultural areas, there is a big need for workers...but if you don't have at least basic conversational Japanese, things would be very difficult: Japanese people outside of the biggest cities seldom speak more than VERY basic English. It would also be extremely difficult to rent a place to live w/o proper documents (and some Japanese language ability). Honestly, it can be a real challenge for even perfectly legal foreigners to rent places in Japan...as lot of people simply won't rent to gaijin.

And yes, if you get caught by the cops without documentation of legal residence, you will be arrested and eventually deported. Japan is pretty hardcore about immigration enforcement.

Interestingly, though, while Japan has a low number of homeless people, as long as they don't make a mess (and they don't...), people are pretty kind to them and the cops basically ignore them. Sleeping "rough" isn't really a problem.

Some foreign nationals are allowed to work under specific circumstances due to a labor shortage. This might well cover the scenario you gave.

Japan has the Immigration Control and Refugee Recognition Act, which is a Japanese law that governs the entry, stay, and departure of all individuals, including those seeking refugee status. It aims to establish equitable control over immigration and streamline the process for recognizing refugees.

People cannot apply for asylum without reasonable grounds

If someone overstays a visa, works illegally, etc. there is a specific process to follow. If they are going to be deported there is typically a detention beforehand. Once deported they cannot reenter for 5 years

Individuals with compelling reasons for overstaying, such as medical emergencies, may be granted special permission to stay.

Individuals who voluntarily surrender to immigration authorities may qualify for a reduced re-entry ban.

Japan has revised its law to allow individuals to apply for special permission for residence during the deportation process.

Guidelines for granting special permission consider factors such as familial ties, marriage to Japanese nationals, and whether the individual is stateless.

In December 2023, the government introduced a measure to grant special visas to children born and raised in Japan to undocumented foreign parents.

As for vagrancy, Japan's approach to homelessness is complex, with a focus on supporting individuals' return to self-sufficiency through employment and housing assistance. This might also cover the scenario you gave
