That’s correct but in the case of gerrymandering, the key democratic states have mostly adopted

nonpartisan redistricting panels (IL is an exception I believe). Not to mention the suite of other disenfranchising actions by Republicans across the board.
So yes, both parties are seeking to gain or hold onto power. Republicans are several notches ahead of Democrats in their affirmative steps to do so by reducing the voting power of groups that they don’t favor.
