When he was but a young furball, it required reloading, necessitating the bandolier. When he upgraded his bowcaster to use lasers instead, he kept the bandolier for three reasons:

1) Rule of Cool
2) snacks (good guess!)
4) So he wouldn't go into battle completely nude. Like a dog with a harness.
