A new made up position to try and avoid requirement for Senate confirmation, but it sounds like he’s effectively the acting Commissioner of the IRS.

Either one of those jobs is incredibly challenging. He’s a competent dude (in contrast to many of Trump’s appointees), but I don’t see how anybody could really be effective trying to do them both.
