Maybe it’s just diplomatic, or maybe there are legal or logistical concerns. Now we have a tanker and a full load of oil—granting that we could prove it was in violation of a sanctions regime, does that have any force in international law? Can we actually confiscate the cargo or do we have to hold or return it? Ditto for the ship. And what would we actually do with the ship? Does this create a precedent that might damage US interests in some other area? Etc.
