supposed to happen. Non rev-share rules are supposed to go through the clearinghouse process. Supposed to. Because there's apparently no real enforcement mechanism in place (even if there is one in writing).

I know there’s the House settlement that is giving every team a certain amount of revenue share money, but I thought it was understood that everyone is getting varying levels of donor funding on top of that. It’s why Texas Tech is getting all the best players with oil money.

So I can’t figure out why this would be inaccurate reporting, what am I missing?
