Illinois General Assembly legislative session ends in May, but Indiana legislative session ends Feb 27 per the Trib. In theory that could create some urgency for IL to make a deal in the next 8 days. Or not, who knows.

They've used a version of this tactic at every road block throughout the entire process. People hate on KW, but IMO, the Bears will end up in AH and this will have been a masterclass in successfully negotiating with hostile state and local governments
