Biden admin DID begin refilling the SPR, but there's a limit to how fast it can be refilled because it needs repair every time it's drawn down, and also because it doesn't make much sense to fill it when prices are high.

Trump is going to use about 40% of the SPR over the next 4 months because gas prices are suddenly politically inconvenient because Iran is humping the Strait of Hormuz in the war that was supposedly over.
