There was some debate after the U.S. game as to whether the new law was applied correctly given wording in law states the offence itself cannot be reviewed, only the removal of the card from one player to another for the original offence penalized.

However, FIFA was happy how the interpretation landed publicly in the U.S. vs. Paraguay match as it was felt that a wrong decision was corrected. It will be interesting to hear some clarification from FIFA on this incident and if its referees have been instructed to be consistent with that interpretation going forward, because it allows VAR to get involved in areas where it otherwise wouldn't.
