Kids are picky, film at 11. But since it's also costing money, and you gave him the chance to do what he needed to do, I tend to be on your side. I refused to spend money on junk food that can ruin his dinner and pay money additionally when we bought lunch and he didn’t finish it. If he had finished his lunch (just two of the three chx strips), I would be happy to get him something additional from the snack bar.
