Took me a while, but I assume that "finding" should be "funding." The answer is that even though the Star followed an independent line, that was closer to (what actually was quite a shifting set of) Soviet policies than other English-language newspapers. There were periods, especially after 1968, when the paper was not circulated in the Soviet Union and other socialist countries.
