So, is Cuba at a point where its production of goods and services can meet all the needs of its population to the point of abundance or saturation, so it may move onto the next phase of communism?

No? Why not? It is a small isolated island in the Caribbean which has been subjected to a blockade by its near neighbour the United States, you may have heard of it, it is a large aggressive, militarist, imperialist power?

So, using material incentives to produce goods and services such as growing the private sector might be understandable in these circumstances?

After all, the majority of the economy remains in public/state hands, the overall economy is centrally planned and the Communist Party holds political and state power.

So, not completely unreasonable or irrational Janos??

Or have you defected to the Small Party of Good Boys who think we can all get to the state of pure communism just by being nice to each other and voting in elections and everyone reading and completely mastering Das Kapital??
