No? Why not? It is a small isolated island in the Caribbean which has been subjected to a blockade by its near neighbour the United States, you may have heard of it, it is a large aggressive, militarist, imperialist power?
So, using material incentives to produce goods and services such as growing the private sector might be understandable in these circumstances?
After all, the majority of the economy remains in public/state hands, the overall economy is centrally planned and the Communist Party holds political and state power.
