Yes they can through the simple mechanism of fixing prices centrally. But one consequence seen in the USSR and Eastern and Central Europe were shortages of goods and services where their prices were effectively too low.
Obviously, in the absence of a market mechanism, you would want the planning mechanism to compensate by increasing production but as we all know and accept there were major problems with the bureaucratic centralised planning mechanism by the late 70s.
