The Windsor Hotel in Montreal site supplies another piece of information. https://lewindsormontreal.com/en/about-us Under the section for "1939-1951 Memorable Visits" it says that the King and Queen were at a state banquet at the hotel on 18 May 1939.
Some enthusiasts have been compiling a time line of the royal couples use of the train which took them over Canada in 1951. It too shows that there was a dinner (but it does not say a state banquet) in Montreal on the evening of 18 May. http://www.themetrains.com/royal-train-timeline.htm
It then shows another banquet in Ottawa on 19 May. I am assuming that this was the one where the King and Queen were photographed at a dinner table.
Kongetro's great find proves to me that QEQM was photographed in Canada on two separate occasions with the Teck crescents tiara.

I think I have just found another "clue". If one of the occasions was the dinner at Chateau Laurier a video from British Pathe of the visit to Montreal shows the King and Queen waving to the crowd from the terrace of Windsor Hotel in Montreal. And the Queen is wearing the Teck Crescent tiara:
