I'm wondering if anyone can tell me more about this tiara?

There is some info in the orderofsartorialsplendor.com website but nothing on whomever bought it or commissioned it.

I think it features with more detail or ownership in the Nadelhoffer book but I don't have a copy. If I remember it was bought or commissioned by one the great industrialists in the USA.

I've always thought it was one of the most stylish and high design pieces in a tiara I've ever seen.
