Here is number 19. It was presented to Queen Victoria in 1838 by an envoy of the ruler of Muscat. According to the Royal Collection site Queen Victoria had it slightly modified by the jewellers Kitching & Abud, possibly adding the seed pearls and the central pear shaped pearl.

Dave, I am unsure what you mean by the Indian tiara "bought by the late QM..." Are you referring to the Delhi Durbar tiara last worn by the Duchess of Cornwall? If so, then Franck has it as number 4 on his list.
The tiara which used to be very much mistakenly called the filigree tiara is the one which the Duchess of Sussex wore as her wedding tiara with the County of Lincoln diamond wedding gift brooch in the centre. In some of the photos in circulation of Queen Mary wearing her Diamond Bandeau there appears to be a different central element.
