The connection to Baroness Angela Burdett Coutts was totally new information. (And also the connection to Lady Mond and that the tiara is in 3 sections, one exhibiting different construction techniques)
Recently, while looking for other information, I saw information about an exhibition of diamonds held by Selfridges, London in June 1932. One of the exhibits was this magnificent tiara.
I suspect that Angela Burdett Coutts wore the tiara to the wedding of Queen Mary in 1893
and to many of the very grand Court functions which she regularly attended.
And to this private reception in 1890
To date I have not found an image where it is obvious that Angela Burdett Coutts is wearing the tiara, but there are some photos where it may be possible that she was wearing parts of the tiara. But I think that what I can see is most likely another jewel.

My attention has been caught by one image of the Baroness where it is obvious that she is wearing a substantial diamond head jewel which is almost entirely obscured by lace and feathers.
I suspect that what can be seen is not one of the side pieces as it seems to have a different pattern from the Van Cleef and Arpels tiara.

Angela Burdett Coutts obviously had more than one diamond tiara, because she was reported to have worn a large, magnificent tiara long before the 1872 sale of the Empress Eugenie's jewels, and so it seems likely to me that what can be seen in the photo of the Baroness is another tiara.
Interestingly, during Baroness Burdett Coutts' life time, the press referred to her wearing or owing a tiara which belonged to Marie Antoinette, not Empress Josephine.
