Regards,
Dave.
Was this one given to Princess Diana by the Worshipful Company of fan makers? Or was it one already owned by a member of the royal family? It looks as if it might have some gold work.
This is a modern fan made by the worshipful company of fan makers called "the Dobbie fan" - an original fan was commissioned by Leonard G. Kingdom as a gift for Charles and Diana for their wedding in 1981 in silver with the prince of wales crest in gold and made by goldsmith Thomas Dobbie. (who these days works as a cinematographer)

It was given as a gift to Charles and Diana as an example of the skill of the makers and is also illustrated in the fan museum catalogue "fans of the livery" 2016.
A subsequent limited edition of 20 fans fans which also included the logo of the fan circle international was also made. Copies of this fan sometimes come up for sale at auctions.
Here's a list of presentation fans by the company to Royalty over the years
