I am intrigued that a government ministry would give such a valuable present. But perhaps in Tsarist Russia that was the norm.
Royals often received surprisingly valuable presents. When Tsar was presented with formal bread and salt as welcome at places being visited it was often presented in valuable plates and boxes which were part of the gift they got to keep.
Queen Elizabeth II has whole rooms of gifts of various sorts given to her on her tours and I know that she along with other Queens in the 19th century were gifted valuable fans at weddings etc.
