There is some blurring of the lines and protocols on this because I read somewhere that if one wanted a state owned gift gifted to them through the monarch, they would have to pay tax and insurance cost on it or it could be granted as a lifelong loan to a recipient only to be returned to the reigning monarch when the person granted the loan passes.
