The lady in question is the Hon. Mary Anne Morrison, who was appointed as a Lady of the Bed Chamber to QEII in 1960.

I have searched the UK press for images of the Hon Mary Morrison, or her mother, wearing this tiara without success.
I have no idea whether it was a family item or a borrowed item, but it is an attractive tiara, as the link above shows.
The lady in the centre of the three ladies standing together on the right hand side is, I believe, Esme, Lady Cromer, who was also a Lady of the Bed Chamber.

I haven't be able to find other images of her wearing the tiara but, both her family and her husband's were extremely wealthy. Sadly for us, the ladies seem to have avoided the press when dressed in their grand jewels.
I suspect that the fourth lady on the right (standing one step lower than the other ladies) is Rowena Brassey, Lady-in-Waiting to Princess Anne, but I have no information on her tiara.
I am with DavoSt on his opinion of who the lady preceding Princess Alexandra is -- I think it has to be the Duchess of Beaufort. I don't think it is Princess Alice. Unfortunately, although I (perhaps like everyone else) tried to stop the video to get a closer view, I was unsuccessful. Nevertheless, I wonder, if it is the Duchess of Beaufort, whether she was wearing this tiara, which was given to her at the time of her marriage by farmers associated with the famous Beaufort Hunt? I know it is almost impossible to distinguish what the lady was wearing because we can only view a low resolution copy of the film!
