Could it be her daughter-in-law Jane, who was brunette and a great beauty and could possibly be this lady wearing a large Russian style kokoshink? It cannot be any other Duchess as she is sat quite far back, Duchesses tended to sit right behind the royal ladies on the second row.
Jane's husband wasn't Duke at that time so wasn't entitled to sit in the House of Lords I believe until his father died, could she have accompanied her father-in-law perhaps?
It certainly looks a HUGE tiara.

This is a really difficult question Dave!!
I know so little about the many tiaras owned by noble families who attended openings of parliament over the years.
I know that others will know more than I do. Perhaps a still image might trigger some recollections for others.
