Hi Janet...another great post and find by you. Whilst it is close I do not believe it is a match...close yes. It could have been remodeled.
In 1898, Boucheron made a tiara for Mary Curzon. The whereabouts of her jewels has been a subject for discussion on these boards before.
By chance, I was doing a bit of goggling about the Nepalese royal family and came across a picture of Princess Purnika, the eldest daughter of the former Crown Prince wearing what looks like a very similar tiara to me, although as always the lack of a really good quality picture makes it difficult to be sure.
