Thanks to Tiara Mania for the quality photos and having identified this tiara.
In contrast to Janet, I don't think that the individual rubies are large -- for example in each of the pear shaped elements in the tiara, I think there are 3 separate rubies.
And I am 99.99% sure that the stones will be high quality rubies. We are talking about an Asian royal family with enormous wealth.
