That is not Victoria, Princess Royal and Empress Frederick of Germany but her daughter-in-law, Empress Augusta Victoria of Germany, who is wearing the Prussian Clover Coronet, HERE. It has been modified but still remains with the Royal Family.

The Brooch was included in this catalogue on the Prussian Royal Jewels from 1913, though the text is in German. It was worn by Crown Princess Cecilie to a royal wedding in the 1930s.
