I don’t think it’s an official image, it might have been mocked up for a photographer to sell or maybe for a special edition of a newspaper, but it could have been done for any part of the empire, not necessarily the UK. I think it must be contemporary because the image manipulation looks right. Is it possibly she might be wearing her Ladies of England Tiara that was broken up in 1913 as a necklace? I also think that the dress is a bit old fashioned for 1910 but the face looks right.
