I just found information about screwworm in MX and the requirements for returning to the states with a dog. Has anyone traveled recently with your dog by plane? Has this certification been necessary?

From what I’m reading, a regular veterinarian would not be qualified to provide this document. I suppose a local vet could refer one to the needed specialist. Seems like PV and Guad would be our closest choices.
