My Intercam card has worked as recently as last week at the delegado's ATM.

(I am not in La Manzanilla right now, but my card is and it is being used by a friend with no problem. I don't know what we're going to do when the time comes to replenish funds.)

EDIT TO ADD: Looking at your post a little more closely, I see that you are questioning whether NOB cards work at the delegado. Which my response above does not answer. Sorry about that. I am leaving this post up for in the event that others have questions whether their INTERCAM card works at the delegado's machine.
