I just went through this process because I bought a car in Manzanillo (Colima) and needed to get it plated for Jalisco. First I had to make an appointment. Then, as Spencer said, you need all the past payments made in Nayarit, your passport and your most current electric bill. YOUR name must be on the electric bill. You may get sent to get copies or other paperwork. I wound up going through the line 4 times before I got it right! Good luck!
