"Radio Channel 292 doesn't have a German license but an amateur radio license from the German Amateur Radio League (DARC).
In 2012, the German public international broadcaster Deutsche Welle (DW) decided to close down one of its 500 kW shortwave broadcast transmitters near Munich. A group of German radio amateurs, including Harald Kuhl (DL1ABJ), applied for and were allocated the then available short wave frequency of 6070 KHz in 2013. This group now have an operational 10 kW station on the frequency, using the driver stages from the old Deutsche Welle transmitter.
The station is not a commercial broadcaster and does not receive any funding from the government or private donors. It is run entirely by volunteers and relies on donations to keep operating."
Anyone know What legislation does Germany have that allows hobby access to the shortwave broadcast bands?
What is stopping other countries in the region doing the same?
