most influential was this Italian guy named Douhet - his theory was that the bomber would always get through. there were two tribes within the US Army Air Corps about whether or not Douhet was correct, the reason the B17 "Flying Fortress" had so many machine guns was that the tribe in agreement with Douhet won the argument pre war. http://en.wikipedia.org/wiki/Giulio_Douhet the argument played out in most Air Forces before the War, the Germans went the other way and viewed their Air Force as purely giving tactical support to the ground forces.
