Every year, four or five States would deploy their National Guard to the border.

A one-year tour of duty.

Build bases with barracks and Mess Halls and all the facilities that they'd need.

They could use the same equipment, the same vehicles. Just rotate the troops.

Then use the REGULAR military to make targeted incursions to attack the cartels.

That would serve a purpose while providing REAL training benefits.

And the soldiers would feel like they were really doing something of value.
