Upon multiple reviews of the videos, including one at quarter-speed, I wanted to make a correction: Ross does not draw his sidearm until a fraction of a second after Good shifted from Reverse to Drive. He had placed his hand on the weapon while the vehicle was still in Reverse, but hadn't drawn yet.

When the vehicle was put into Drive, Ross immediately both sidestepped out of the way (or possibly was nudged) and drew his sidearm, at which point he leaned back across the corner of the hood to fire one shot through the windshield. He then allowed the vehicle to move past him and fired two follow-up shots at point blank range into Good's face. None of the other officers saw fit to draw their sidearms.
