The felon is an emotionally and behaviorally disturbed person now, as an adult. He is what SPED grows up to be like without any kind of intervention.

He was the worst Secretary of Education until the felon's two appointments. Who was worse? Voss or what's her name?
While law protects the felon's scholastic records, much can be learned by examination of the history.
The felon never attended a public school beyond first grade, where his behavior was so beyond control, he was a prime candidate for EBD curriculum. He was enrolled in an expensive private military academy for boys, which did very little to educate or prepare him. Private schools look the other way for 'full pays,' and produce glowing reports of progress for parents that are usually untrue. He passed through school uncorrected. He graduated academically and behaviorally retarded.
That's why he flunked out of Fordham in his first try to evade the draft. He went to Penn and Wharton where his achievement and accomplishment was so remarkable, nobody remembers him.
Its why we have now as POTUS, and why his goal is to eliminate the US Department of Education specifically because it oversees the special education program, which if he had available as a developmental model, would result in a different person from the lying mess we see and suffer now. Private schools have absolute minimum to no special education curricula because law doesn't mandate they do.
