"Project 2025, officially titled the "Mandate for Leadership: The Conservative Promise," is a detailed 920-page policy blueprint and transition plan organized by The Heritage Foundation and a coalition of over 100 conservative organizations. It aims to provide a roadmap for a conservative administration to swiftly overhaul the federal government, with a focus on consolidating executive power, dismantling the "administrative state," and implementing far-right policies.

Key Aspects of Project 2025:

Goal: The primary aim is to reshape the executive branch by replacing thousands of civil servants with political loyalists, aiming to "institutionalize Trumpism" and ensure federal agencies serve a conservative agenda.

Four Pillars: The project is based on four main components: a policy agenda ("Mandate for Leadership"), a personnel database for vetting staff, a training center (Administration Academy), and a 180-day playbook for immediate action.

Unitary Executive Theory: It relies on an interpretation that the president has absolute control over the entire executive branch, including traditionally independent agencies like the Department of Justice (DOJ), the FBI, and the Federal Trade Commission (FTC).

Policy Recommendations: The plan covers a wide range of issues, including:

Immigration: Mass deportations, ending birthright citizenship, and dismantling the asylum system.

Abortion: Restricting abortion access nationwide, including using the Comstock Act to stop the mailing of abortion medication and revoking FDA approval of mifepristone.

Climate/Energy: Eliminating climate change references from federal policies, abolishing the National Oceanic and Atmospheric Administration (NOAA), and increasing oil and gas production.

Education: Abolishing the Department of Education, promoting school choice, and cutting federal funding for schools with certain curricula.

Civil Rights: Eliminating Diversity, Equity, and Inclusion (DEI) programs and rolling back LGBTQ+ rights protections.

Implementation Status: While former President Trump distanced himself from the project during the 2024 campaign, calling some ideas "abysmal," analysis has shown that many of its proposals align with his agenda, and several of its architects were involved in his subsequent administration. By early 2026, reports indicated that a significant portion of the recommended actions were already being implemented, including immigration crackdowns and the dismantling of the Department of Education.
