Southern Ireland doesn't suggest to me a site just over the border with Northern Ireland.
RTE used to have a transmitter near Cork, 10kw on 729. Mast still up in 2017.

Yes, the only problem is that, as it stands, it is directional, so reception here near Liverpool was not brilliant when using 10kW. But 2/3 of Ireland and all of Western Scotland were covered (I have a coverage map somewhere!!).
