In many cases, families have 2 working parents(not optional), add 1 or 2 children, with day care ($$$$$$$$$$$$$$$), and the math just overwhelms them. This is why many are waiting into their 40s when finances are more established.
It is critical for a society to sustain its population; it has crushed many civilizations in history- Japan for example is in trouble due to their low birth rates and lack of immigration policy. China not far behind.
My youngest and his wife will likely be the first to have children. They recently moved close to us in Tennessee, so when they do have children, they will be close to their grandparents. We could not have been happier. But is that the full reason? Likely, not. I think they hope or even expect us to help with daycare to offset those costs. I see it happening with many of my friends our age.
If the government is that worried about the future population. This is where they can start working on solutions.
