Norman you just have to accept that you goofed. We have a drop off point, time limited but never seen any problems there.

However if you go into the adjoining car park the first 20 min. Is free, it used to be 30 min. Any time over that up to 4 hours £4.
There used to be a I think first hour for £1.30.

The hospital car park uses an ANPR system so I assume not a lot but the damm machines do cause problems, there are three and each slightly different in operation. Had to help a few people pay.
