The area it occurred was possibly dedicated to anchorage for hazardous cargos. We shall see.
The cargo vessel was recorded as sailing at 16 knots which is far too fast when in close proximity of other vessels or an anchorage area. The Tanker would have been seen to coming to a halt by the Cargo vessels lookouts and there should have been radio communication between the two.
No doubt everything will have been recorded by the Coastguard.
Second a deliberate collision, which I hope not! Certainly the crew of the cargo vessel will be now under lock and key or should be.
