When they are sub contracting the accommodation out we have to rely on these organisations who very often take over these hotels before the locals have any idea. I remember reading about the first thing a local authority knew about an influx of migrants was when a local school was contacted for places by a central government office, the local authority were unaware of anyone being decamped into their area. Communication is not strong point with central government and never has been, local authorities aren't much better.
