What’s going on in Pelaw?

I drove through Pelaw yesterday and every lamp-post from the Metro Station to Lidl’s Supermarket has either a Union flag or a St. George flag flying from it. Both sides of the road.
The flags were all pretty high up on the posts, so some additional help was used to get them up there.

Can anyone from Pelaw tell me what is going on?
