As much as the areas industrial heritage needs celebrated I think that Reform's first job is to sort out the council at its "delivery"level, stabilise finances so as to protect Council Tax payers and if Illegals have already been placed in the location put a moratorium on housing them and put the long term residents first on the list including ex armed forces people.
Then after that is sorted some thought could be given to Heritage and its cost which will be borne by Council Tax payers.
