It was a way to promote tourism. The problem I had with it, at least in our area is that people come to see all the small farms and hills. The the tourist traps in town make a fortune from all the traffic. The small farmers, the reason for all the tourism get nothing. Some can hardly make it, yet they are discouraged from making some money from billboards. You know, when the little farms are gone, the tourism stops.
Something happened maybe 10 years ago. There must have been a policy change of some kind. Now there are billboards everywhere. Don't know what happened, but it is different now.
