There are only two ways to do that. Increase revenue, or reduced expenses.
No one wants their own federal program cut. There was an attempt earlier in the year to take back money appropriated, it was met with wild protests. Then, congress appropriated just as much if not more for the next year. Even attempts are getting rid of fraud are protested.
Around 50% of families don't pay any net income tax. Many even get back earned income credit meaning they have a negative tax. The top 5% pay 61% of all income tax. Add in another 5% and the top 10% pay 72% of the tax. If you kill the golden gooses at the top, there will be no one left to pay.
Glad I'm not in charge, as I have no answers. Personally, I would cut spending and do away with foundations, but that would never pass.
