Yes, they're saying that southern Louisiana is a worst case scenario in any sea level rise situation
Coastal Louisiana has been referred to as a ‘canary in the coal mine’ with respect to climate impacts. As highlighted in the Sixth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC), the central US Gulf Coast is the single most exposed LECZ in the world in terms of projected relative sea-level (RSL) rise throughout this century 2 (Fig. 1). Research in the Mississippi Delta (southeast Louisiana) has shown that the threshold rate of RSL rise for coastal wetland drown- ing in this area is about 3mmyr −1 (ref. 3), a rate that was surpassed (in terms of global mean sea-level rise) about 20years ago 4 . Therefore, widespread conversion of this LECZ into open water is probably una- voidable, and the most recent assessment 5 suggests that a loss of 75% of the remaining ~15,000km 2 of coastal wetlands by 2070 is a plausi- ble outcome under Shared Socioeconomic Pathway 2-4.5 (SSP2-4.5), the current approximate climate trajectory. This unprecedented and increasingly RSL-driven wetland loss is placing >1million inhabitants in harm’s way 3 . Paper
