What it means is that local law enforcement can’t ask about immigration status and they can’t be detained past a certain time frame for federal officials to start their process. There’s no prevention on federal officials going into Chicago and detaining people based on immigration status. Immigration is a federal issue. It’s not something local authorities should be stuck dealing with.
