I now agree with you that the Queen wore the Teck tiara twice. Excellent detective work.
Concerning Canadian newspapers, the Globe and Mail, Toronto Store, Ottawa mewspapers, Winnipeg newspapers are digitized but availabe only by subscriptions from various providers. Typically available through libraries to which one must belong.

I think that there were 2 official dinners: one in Montreal on 18 May at the Windsor Hotel ( as per Kongetro's images); the other was in Ottawa on 19 May at the Chateau Laurier. (Perhaps more work needs to be done on the precise dates, but all the information shows there were 2 dinners where HM wore the Teck crescents tiara.)

According to the schedule posted on the train enthusiasts site the train left Montreal on the evening of 18 May for Ottawa.

Chateau Laurier dinner
This was a State banquet held in Ottawa. Note that the Prime Minister, Mackenzie King, is present.

I think that this information accounts for the different photos we currently have available. I also think it is highly likely that the Queen would have worn the Teck crescent tiara on other occasions during this tour.
How I wish that the Canadian Archives had more records digitised, and also that Canadian newspapers were available in digital form!
I initially thought the same Beth (I even typed those points up before finding that she wore the Tiara for the Dinner in Montreal, was pictured on the Balcony in Montreal (in Kongetro's images), and wore it on the train while departing Montreal [labeled on the royal collection website])! I hadn't noticed the different bracelets, but I did wonder how the Queen could have worn the same jewels at two dinners in the same city!
Regarding the gown, I think the train pictures might have been taken in another city (not the same as the dinner and balcony), after another dinner.
